I don't have much to add to @simsplayer818's awesome answer, except to say that:
1. I play like this all the time! It's my preferred play style.
2. Twisted Mexi has a Create A World mod in alpha, which means that it might be hard to use and might have bugs. I haven't been brave enough to try it, even though I like their other mods. :D
What might be better, if you want to shake things up, is to look for save files to download. For example, LilSimsie and SimLicy and some other YouTube builders produce their own save files with their own builds in them. Sometimes people make save files based on lore or CAS rather than building. My personal starter (not available anywhere) has a lot of my own custom townies, some updated premade lore (making Johnny Zest a Landgraab, like his bio says), and my custom holidays.
