bmoresvolcano You have a route block. I can't tell if it is on the floor at the bottom of the stairs or the one above from your pic. So, tell your sim to go to the tile at the bottom of the stairs. If they have no problem, then so far so good. Then, send the sim to the tile at the top of the stairs. If they get that far, then have them go different places around the upper floor to see if you can find the blocked tile or tiles. If you get a route block when you try to send the sim up the stairs, then it might be the roof causing the blockage. So, try deleting all roofs you have on that floor. If that is the problem, you'll have to rebuild the roof so that it doesn't intrude in the rooms using sections rather than a large roof that goes through any rooms.
If that is not the problem and you still can't figure it out, I will take a look at the lot to see if I can find the issue and give you a way to fix it. All you need to do is upload the lot to the gallery and reply here with the lot name and your userid if different than the one you use here (bmoresvolcano).

I did what you asked me to do, and it didn't work. The name of the house is beachfront relaxation, and the name is the same as on here. Thanks in advance for your time. Sorry I'm so late with a reply

bmoresvolcano Ok, I dled the lot and took a look at it. I found the issue preventing you from vacuuming on that floor and a fix. The reason your sim can't vacuum on the 2nd level is that the game is not seeing the room with the pink carpet and the attached bathroom as rooms. It is seeing both the bedroom and bathroom as being outside, rather than a legitimate rooms. When I click on the floor, the entire floor gets selected, so the game is seeing that entire floor as one outside space.
So, to fix it, you'll need to redraw the walls for the bedroom and bathroom. Since you've used round walls, you can't use any of the wall tools to simply draw over the existing walls. You'll need to use 2 round wall sections and then adjust them at the corners, delete the wall you get between the 2 sections and redraw the bathroom walls to get the same layout. Of course, redrawing walls always wipes out the wall paint and a lot of the wall hung objects so you will have to redo all of that. You'll probably have to put the furniture back and possibly the stairs. But you can get it back to your original layout and look with a bit of work.
