no more NPCs automatically offer to become a couple or go on a date
I've noticed this too. I'm not sure by any means, but I think it might be something to do with a sim that gains and keeps multiple romantic relationships. If your sims have an active romantic relationship, then those calls seem to stop. I've been experimenting with it and have got those calls to start with a sim again by making them fully single with no other active relationships. It doesn't seem to happen as often as it did initially though, but it does look like those phone calls are geared towards single unattached sims. So, what I think you have to do to keep getting those calls is keep the sim single by ending one romantic relationship before starting another. Again, I'm not sure but that is what it looks like to me based on how things are going in my game.
Btw, the autonomy (Full/Off) setting only affects your active household. NPCs and played sims in inactive households that are used by the game for other things when you are not playing them are unaffected by that setting so it has nothing to do with the phone calls as the sims calling your sims are treated as NPCs.
