@Hamsysincy The game has a culling limit that's currently at 800 Sim (I think, might have changed or I don't have the correct number in mind).
That limit has nothing to do with of how many Sims you set in my household, it's just set for the game.
The number in my households is just how many Sims you can make 'safe' from culling.
