No new gym trainer generated after marrying the existing one

In my save file of The sims 4, my sim ended up marrying the gym trainer that worked in Burners & Builders ad Oasis Springs.

But now each time any sim goes back to that area, the gym remains empty and when i do the Bodybuilder Aspiration and select the location for"Work Out In Gym Venue", it doesn't count and the area is pretty much treated like an empty plot

i tried rebuilding the area as a public area and nothing fixed for me
