No NPC sims attending restaurants, bars, cafes etc

Whenever I want my sim to go for a meal or to a bar etc or on a date there is no staff or other customers. This was happening before the update and I assumed it would be fixed. It hasn’t. It makes it really frustrating to play now and cuts out a whole load of gameplay options. Will this be fixed soon? I have tried repairing game and checking and unchecking opt out of fame, as apparently that could have been a problem. But it hasn’t worked for me.
