No School tasks Issue

Thought this was mods, but then I removed all of them, repaired the game, deleted all my saves and started a brand new save with a brand new sim.

There is no last exception attached to it, so I'm not sure what is going on. 

When I had MCCommand Centre (in addition to xml injector and uicheats) installed, I did get the last exception that I've attached here. Note this was in the not yet restored, saves deleted game.
