Not recognising second floor appartment

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.103.315.1020
What expansions, game packs, and stuff packs do you have installed? For Rent, Horse Ranch, Growing Together, High School Years, Cottage Living, Discover University, Get Famous, Seasons, Cats and Dogs, City Living, Get Together, Get To Work, My Wedding Stories, Dream Home Decorator, Parenthood, Spa Day, Tiny Living, Romantic Garden
Steps: How can we find the bug ourselves? I’ve build a two story house and split into bottom floor and top floor appartment
What happens when the bug occurs? The bottom floor appartment is recognised and I can rent this out but the top floor is not recognised so I can rent it out
What do you expect to see? That I can rent both apartments
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

    Happy New Year!

    First off, nice build!  And you will be happy to hear that I found nothing wrong on the lot.  I was able to buy the lot, rent the 2nd floor apartment and move the owner into apartment 1 with absolutely no problems.  So, nothing needs to be changed on the lot to get it to work.  The 2nd stair is not an issue at all.

    One thing I did find was that there were no bedrooms or bathrooms assigned to the 2nd floor apartment in the upper left panel in build mode.  I did fill in the blanks when I installed the lot the first time and was checking it over.  It was the only thing I did so you might want to check that to see if that fixes the renting issue.  I did install the lot again and was able to rent both apartments without correcting those numbers.

    So, after filling in those numbers, if you still can't rent out the 2nd floor apartment, I suggest you save the lot to your Library.  Bulldoze what's there and reinstall it. And try to rent the 2nd floor apartment.  My test sim did rent the lot on her 1st visit there.  Then I sent her home and then moved her into apartment 1.  No problems whatsoever.  I also tried renting both apartments before doing that and was able to.

    One thing I would change is to make the room at the top of the back stair shared space rather than assign it to apartment 2 since the room below is shared and there is no way to keep sims from going into the upper room.  It'll reduce the rent for apartment 2 a little as well.  And in the front foyer/stair up to apartment 2, you have a wall light floating in midair.

    Yes, I took all mods and cc out of the folder and restarted the game and it still wasn’t working

    From your pics, it looks like it should work, and you should be able to rent the apartment.  Otherwise, I can't see anything wrong.

    So, if you are willing, you can upload the lot to the Gallery, and I will download it and take a look to see if I can find what's causing the problem.  Just reply here with the name of the lot and your userID if different than the one you use here (LeanneM11).  I'll download, troubleshoot and get back to you after taking a look at it.

    One thing you can try is to redesignate the space in the 2nd floor apartment.  Just have the landlord travel to it.  Just click on each room and make sure it is assigned to apartment 2.  If you find a room that is either designated to apartment 1, you won't be able to alter that but if you find a room that is shared, you'll be able to assign it to apartment 2.

    If you do find a room that is assigned to apartment 1 and should be assigned to apartment 2, the only way to reassign that is have the apartment 1 tenant and landlord move out.  The landlord will have to sell the building.  Then you can enter the build from the map and reassign any wrongly assigned rooms.  Yeah, it's a pain but it's the only way to assign a room from one apartment to another.

    I’ve had a look and everything on the top floor is assigned to apartment 2. 

    I’ll have a play around, I’m wondering if it’s to do with the second stairs at the back or the entrance.
