Outdoor shadow glitch

Steps: How can we find the bug ourselves? Play the game normally but more likely to happen on fast speed
What happens when the bug occurs? Outdoor shadows jump around from time to time
What do you expect to see? Shadows moving smoothly with the outside time of day
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes

I saw there was another thread for this exact issue and it was addressed in a patch update, but it’s broken again I guess! This is the first time I’ve ever had this issue though. It’s very distracting to be playing and the shadows outside are flashing around. I’ve repaired my game a few times since the update, no mods/cc installed, tried a new save file. It’s keeps happening.
I also play on Mac (2023 Macbook Pro) on the latest patch, but this isn't happening in my game. It does, however sound like this: Shadows are flickering from the Mac Technical Issues section.
