Paper bags on one community lot

I revamped the celebration centre in San Seqonia (however you spell it) and I had it saved to my library. I started a new game entirely and placed it again. Now when I go there, everyone is wearing a paper bag on their head: it’s a community lot so I can’t even turn it off. It doesn’t appear to be an issue anywhere else that I’ve been to. My sims aren’t wearing them, only NPCs. I am on PS5 and have no mods

    @HakhaKZ1 has nailed the issue.  You have the NAP active that causes that.  In a new game, NAPs will automatically be voted in by NPCs unless you have changed the setting in Game Options to turn that off before you play the first household.  And if you have a NAP active in one zone, you probably have at least one active in every zone in every world you have.  So, to prevent it, one of the first thing you need to do is turn that off just as soon as you place the first sim.

    To turn it off in each zone, you will have to play a household in each zone to get it repealed.  That will take a long time to go through all the zones once it happens.  There is a cheat on the mailbox that you can use to instantly repeal a NAP but since you are playing on a console, using that will disable your achievements for that save as you have to turn testingcheats on so the option will show up.  If you don't care about the achievements, then that's the way to go.  Tbh, it'll probably be a lot faster if you just save the households you've played to your Library and start a new save, turn the NPC voting off and then load in the sims from the Library.  You'll have to decide for yourself which way you want to go.

    I canceld the vote for NPCs. I play on the PS5.
    What kind of cheat do i have to enter in the mailbox to deactivate such a vote?

    I'm not sure how to do it on PS5.  I play on PC and once I have turned on testing cheats, all I have to do is to Shift-left click on the mailbox and I get the debug and cheat options.  For me, I get a different menu that has the debug and cheat options.  So, you will have to use the equivalent of that on the PS5.  The option you are looking for is Instant Repeal Neighborhood Action Plan (Cheat).  Sorry, but I just don't know how it works on the consoles.

    Yes, I also found this Cheat for PC in a guide ten years ago. I just can‘t use it on PS5. I thought you might know a cheat for the console.
    It doesn‘t matter, I only have the fun Society active in one world, and I don‘t live there anymore.

    I apologize for the late reply! I am not getting notifications that people replied so I assumed no one did lol

    so it’s in San Sequoia, and so is the household that I play. When I go to my sims house and use the mailbox chest thing to repeal it, the option isn’t there. I don’t see the paper bags in the list. When I go to the actual community lot and add a mailbox, it wouldn’t let me do it there. So there’s an option in settings to turn this off all together?

    Nope! I go to my household mailbox to do the cheat thing and repeal it but it’s not in the list. And I can’t do it at the community lot itself even when I added a mailbox

    That you also live in San Sequoia doesn't mean much you need to be in the same neighborhood. You can temporarily  move to that neighborhood and repeal the NAP. It may be enough to visit a household there and use their mailbox. In Settings you can disable NPC voting that way only things you vote for will be voted in. Notice that it will have no effect on things already voted in.
