Phone Icon missing despite mod removal and game reinstall

Hi all,

the phone icon has gone completely missing in my game. I've tried removing all mods from the file and disabling mods in-game, uninstalling and reinstalling the game, deleting the thumbcache and tray content, moving all the old files out of the EA folder and restarting the game, starting a completely new save. After all of this, the phone icon is still not showing up in the bottom right-hand corner. All other icons are visible and working normally. The game is not registering any mods, only the resource file is in the mods folder. So this isn't mods related.  Anyone have any other things I could try?
