Plants never evolve

Hello! (FYI: I have NO MODS and I have no expansion packs except Cats & Dogs. So I do not have Seasons, and any gardening issues related to Seasons do not apply to me.) I have noticed that evolving/plant quality in SIMS 4 is moving so slowIy as to basically be 0. I have not been able to evolve a single plant and my family has been gardening for many, many sim weeks. I fertilize with fish and water/ weed/ spray/ talk to them every day as soon as the option becomes available. My sims are now around level 6/7 in their careers to give you an idea of how long they have been tending these plants with no evolve option. My main gardening sim is now level 7 from doing to many gardening actions, and still not one plant can be evolved. If this new system was intended, it was obviously not tested well, as no sim could ever evolve their plants all the way in their entire lifetime. It makes the gardening aspiration completely unattainable as the second level is "evolve 5 plants" and you will never be able to evolve five. What is the point of gardening if you can never progress and can never complete aspirations? PS ( I tried to make this post in the "Bugs" section, but currently you can not reply to any of the open threads and of course you can't post a new thread as a new member. Since you can not post any replies on any threads there is no way to level up to a full member. It almost feels like an attempt to keep bug reports low? )



Issue

Plants evolving way too slowly/not at all. Have not been able to evolve even a single plant after a couple sim months of gardening.

Steps you took for Issue to occur

planted plants. fertilized with fish. properly maintained them every day, even talked to them.

Mods/CC

NO MODs, never had any mods. Don't even know what CC is so I don't have it.

Occurring since

I got the game about a month ago. Been occurring since them. However, I read one post on the bugs forum (read here: https://forums.thesims.com/en_US/discussion/942707/evolving-too-slow-and-grafted-plants-not-happening-after-gardening-patch) that suggests the problem started after a gardening patch that came out around the time Seasons was released. Many others reported the same problem and the issue was never fixed.

    Trees taken from the debug mode may have this error, but plants planted from purchased seeds should not have this error, so the bug has to be in your game folder.
    Step 1. Rename The Sims4 folder to "The Sims4 old"
    Step 2. Fix the game in Origin
    Origin/ My games library - right-click on TS4 - option "Repair game"
    You have to wait until Origin will fix all packs, not only the base game.
    Step 3. Turn on the game - a new game folder will be created and you will have two - one old, one new
    Step 4. Check if you still have this problem in the newly created game folder. Start a new game with the random sim.
    If the problem disappeared
    Step 5. Delete in the new game folder following folders:
    "saves" and Tray.
    Step 6. Go to "The Sims 4 old" folder and copy - your "saves " folder.
    Step. 7. Paste this folder in a newly created game folder.
    Step 8. Do the same with Tray folder and TrayDeleteItems file
    Step 9. Launch the game and check if this problem also disappeared in this old save. However, it may happen that although the new saves will not have this error anymore, the old save will remain damaged.
    The last step - delete The Sims4 old folder.
    Your saves and library will be not changed or damaged
