Bulldozing the lot and rebuilding seems to have done the trick. The Sims love the lot inside and out except for the animal pens when they need cleaning. LOL
@ReneHollyDesign1 mine are complaining about the furniture from Horse Ranch being uncomfortable. I can't use the beds. But I haven't had the poorly decorated moodlet. I just moved into Biscuits Bastion earlier today with a different colour scheme and a few small alterations.
I did have another Sim who complained about decor tastes and it turned out she'd somehow gained random likes that I hadn't given her. It said she disliked Cute Decor, but I'd never assigned that because I don't use Likes for this very reason. No clue how she got them.
So you could check their likes.
But if you haven't had a better answer by tomorrow when I'm back on my Xbox, I'll test that decor in my game and see if I get the same result.

@ReneHollyDesign1 I tested the same wall coverings ( just in a different shade) on the Biscuits Bastion lot today on my Xbox series X to see if I could get the same result. I used it outside and in her kitchen too and removed her flowers and paintings so it was all she had to look at but she still got the Good Environment moodlet and was happy. So I think this may possibly be a bug.
And btw, what an ungrateful Sim when that's such a lovely design you've done lol. It's picture perfect.
@simsplayer818 This is happening to me i own all packs on xbox and pc tested on both and every lot sims have the poorly decorated moodlit.
