Public Lots Are Missing

I tried to do the Night On The Town event, but every public lot I went to was not loaded. I could see a building on the map, but once the location loaded, it was empty. See the screenshot. I uninstalled my game and reinstalled it and all the packs and expansions. Even base game locations will not show up. I have all the packs (the Sims 4 has come out with so far) updated and installed. I don't currently have any mods loaded in either. I am playing on a Mac Book Pro M3.

When I am at my home lot, I have roommates, and one keeps moving out every time I change worlds. I have to reinvite her back to be a roommate, but she "already has a home." My other roommate is a ghost who was alive when she started being my roommate, and I cannot interact with her unless I change gameplay with her. I do have the Life & Death pack so it is a little weird I can't invite her to events or groups or clubs. I am not playing with the for rent pack I am only using roommates.

    I initially started the lot as a rental, then changed it back to a residential lot. I am trying to play the Tiny Town challenge.

    I was able to resolve this issue. My public lots are back! I had done a file cleanup to clear up space on my internal hard drive. I moved the files from my "Documents" folder out to an external hard drive without realizing the "Electronic Arts" folder with "The Sims 4" folder was located in this area. I lost a little bit of gameplay from the day before, but I was able to replace the files from the external hard drive back to the internal hard drive folder of "Documents" and travel to a public lot with something on it.

    The roommate issue continues. I had given her a key to the lot; I am going to "Take the key back" and try to move her back in to see if that is the issue, her having a key. This is a regular residential lot. I started it out as a rental lot and then switched to residential. I am playing the Tiny Town Challenge.
