Public Relations Chance Card - Plug the Leak

I have been running into an issue with my Sim who is in the Public Relations Field as a Director of Communications. The chance card of "Plug the Leak" shows up frequently but the outcomes are random with no rhyme or reason and there seems to be only one scenario that pops up. Is this normal or is it a bug? This is occurring on Sims 4 on my Xbox One console.
