Purpose of these files?

I was not affected by the recent rash of malicious mods, but have gotten probably a little overzealous checking processes and files for anything out of the ordinary as a result.

In my TS4 folder, I noticed two files that I hadn't paid any attention to outside the regular folders. Pretty sure there's nothing malicious about them, but I'm curious about what they do.

First was a PACKAGE file, titled "houseDescription-client"  I have no idea what this does--other than household descriptions maybe?

Second was a .LOCK file called "UserData".  I presume this has something to do with my EA account?
