Raise terrain on a water lot?

I bought a water lot and wanted to reclaim a bit of land as a third of my lot is in the sea.  Any way to cheat/mod the game so I can raise the beach a bit and get some more land?  I don't get why this isn't allowed for water lots.  In real life one is no more difficult than the other.

    In the games, the rules of the real world don't apply. The rules of the game creators apply here. When they decided that there will no such option in Sulani we can do nothing.

    @kreatora Modders can change all sorts, I thought perhaps this could be done, just remove the restriction as the coding must already be there for the land lots.
