Ravenwood festival not spawning

I wanted to leave a reply to this to boost this, I'm having the same problem and I am not using mods or cc whatsoever

I hope we can find out a solution 

Family day should spawn in the square and the moon revelery on the river. It's a bit hard to find. Is this where you're checking ?

Yes ! When I go to the places, there is nothing. No sims except me, no festival quests, nothing, empty area. It worked before so I know how it should be and where they spawn :)

Do they work in a new save if you create one for testing purposes ?
