I've never tried adding a pet in a dorm, but maybe someone else here has already done this? Is this even possible?
Normally, when you can't get the regular adoption process to work, you could try turning on testingcheats on and Shift + click on the cat and select Add to Family. I'm not sure if this will work in a dorm. I think you might also have to use a cheat bb.enablefreebuild to get pet items (food bowl, litterbox, pet bed, etc.) in a dorm.
