@GSobo90  If you start a new save, or start building, there should not be any negative consequences.  When you load that save or build later with all your packs present, it'll work the same way it does when you buy a new pack and install it.

If you load an existing save without one or more packs that that save has used, then yes, there can be negative consequences, up to and including not being able to load the save or at least certain households.  At best, your worlds will lose some items that won't be restored when the missing packs are installed again.  So I'd leave your existing saves out of it until everything is installed correctly.
