Since purchases on console and PC are processed through different stores, any content including your preorder content, wouldn't be transferrable between those platforms. Any preorder content is going to be tied to the platform it was originally purchased on. If you're looking to re-purchase the pack again on a new platform, since it's now past the time-frame to receive those pre-order items, those items would not be included on the new platform with your purchase.
