My Sim is level 2 handiness, no toddler yet and I do have the option.
EDIT Scratch that. I think only one of the three crib is convertible. Not sure if all of them should be.
If you look at the descriptions in the catalog, only the one that matches the new toddler bed says it can be upgraded that way. I was disappointed but I think it’s as designed.

Yeah, I was looking all over the internet trying to figure out why my toddler bed wouldn't convert. Finding this answer made me have the same response as you. "Well...that sucks."
Also, the one that you can convert is pretty much the ugliest version of the crib / toddler bed to me, so the chances I'll choose to use it in the future are slim.. So that double sucks.
Yeah, and the two others do match toddler beds we have. so i dont understand why we cant convert it.
