In case anyone runs into this problem, I read somewhere that you have to wait 1 sim week to reapply and get (possibly) different results.

@crinrictYou can still test this by closing the acceptance letter and simply choosing not to enroll after getting accepted. After a week, you'll have the option to pay $75 and apply again. The OP's sims got accepted too, he just wanted to know how to reapply after earning more skills.
