I had the same issue but I opened one of the empty Tomarang lots and changed it to a Residential rental. Then I loaded back into the world and the tutorial pop up appeared. After that, I was able to place residential rental lots from the gallery.

it wont let me change any lots to residential rentals?? the option isnt there. im not sure what to do about this
@rinniebear The most common cause for this is outdated venue-list mods. Zerbu's has an update available.

@drn8dxo4d3w6 Please start at Broken/Updated Mods . If that doesn't solve your issue, it could be a mod not reported here, and you'll need to try a 50-50 on your non-updated/non-cleared mods.
I have the same problem, the option for Residential Rental only appears on certain lots for me even if I’m using a completely empty unowned lot.
