@Behehe175 Does it happen if you remove the mod folder plus the cache file and test in a new game save as follows:
Exit the game. Move the Mods folder from your "The Sims 4" folder [Documents > Electronic Arts > The Sims 4] to your desktop (save it for reference) and delete the localthumbcache.package file in your “The Sims 4” folder. You can then test without saving in a brand new, vanilla game save and see if the issue is present.

So, i tested once more without mods. I even reinstalled my game, made a new sim , waited a WEEK until monday.. bills came!!!!!!!!
Put my old save in the folder again, started my game... BILLS STUCK!
Then i deleted my mailbox, put up one of those wall mailboxes from snowy escape.. and what do you know.. The bill option is there!! so it's a mailbox problem?
So weird. it must be a glitch because i've played with multiple families, houses and mailboxes and this have been a recurring problem for a looong time. anyway, i kinda solved it? lol!
