Your child was taken away (culled) because of neglect. You can load a game prior to this happening. There is no other way to get the child back.

Thank you for your answer! This could be possible, but I have never seen children getting whisked away outside the active household. That's scary! I hadn't even played with the family in question for a long time.
It can happen when you play rotationally if they were at risk of being taken away when you changed to play another household.
