Unfortunately there isn't an option to hire a dog walker as of yet in Sims 4. There is a Mod that adds this into the game if that is something you are trying to look into.

That’s such a good question, brigid9! It would be awesome to have a built-in dog walker feature in Sims 4, especially for those of us who love playing realistic, pet-focused households. Until EA decides to add that officially, I’ve also come across mods that let you simulate dog walking, though they vary in quality. Just be sure to check compatibility with the latest game updates.
In real life, of course, the demand for trusted dog walkers is growing and it's no surprise. I recently stumbled across a site called Four Dog Paws that actually offers pet walking and sitting services in a way that feels very much like what we’re trying to replicate in-game. It’s kind of funny how life can sometimes inspire gameplay ideas or the other way around!
Here’s hoping EA adds more features for pet lovers soon. Until then, mods and a bit of imagination go a long way. Happy simming!
