I had this issue, make sure that the room/apartment you are working on is toggled as visible. It doesn't let you edit lots your sim can't see.

This worked! I was trying to rotate a lot that I had been editing from the gallery. Nothing structural, just contents. It wouldn't let me rotate it. No tenants, brand new lot. Editing as "landlord" (no one owned it yet, so technically the admin). As soon as I turned on the visibility of all of the units, I was able to rotate it. Cheers!
