Needing to hold control to move objects down does not sound like a normal/default keyboard to me? So you might want to look into that further. As for placing off grid - it’s not a toggle; you have to hold alt while moving the object. This is not working for you, even with move objects on?

Yes, I am holding down alt, and clicking with the mouse. Holding the mouse button down rotates the object. Clicking lets me move it. But still only by the grid..
I've seen other people have to use control with the 9 before and they've never complained that the alt key wasn't doing anything. I don't know how to investigate this further though
