Yes, cheating does give a major hit to romance bar. Usually, it's at least half if not more. Just a few flirts, either by your sim to another (even asking if single or the 2 preferences does it), or by an NPC towards one or your sim in a romantic relationship (BF/GF, married or engaged) will cause to bottom out at max negative relationship. So, what happened for you is pretty normal.

Basically, when the romance bar is full bright red, the romance is maxed on the positive side. If it is full dark red, then it's maxed on the negative side. Internally, romance is a number ranging from 100 to -100 if you want to think about it that way. One way to put it in RL terms is bright red is head over heels in love with one another and dark red is heartbroken with each other. You'll also probably notice that the bar for both sims involved in a romance is always at the same level. So, there is no way to have a one-way romance where one sim has a high-level bar and the other none or very low-level. And your sim and their romance partner will behave differently when the bar is on the plus side or the negative side too. When it's dark red, you'll see romance fails as one sim will reject romantic socials made by the other. Recovering from a romance that's tanked can be really hard at times.
