@NitroIndigo  You picked the wrong job when you picked the Engineer.  In addition to starting at level 1, you also don't get the signing bonus or credit for the last DU milestone in the aspiration.  When you have a university degree, the jobs that your degree gives you the career boost on have red text at the top.  In your case, if you had scrolled further down the job choice panel, you would have found the Mechanical Engineer job selection which would have had the red text.  There are other jobs that will have the red text too.  There are usually 3 choices in the panel with the red text. 

So, what you need to do, is select your job again.  Then you should get the signing bonus and start the job at level 7 or 8. 

Once you complete the career, you can come back to the Engineer career and complete the other branch.  Usually, you will start above level 1 depending on if you have the bought reward trait from the reward panel.
