@Nicoliia The dog can't get pregnant unless in heat. Watch for all of the lovie-dovie behavior, whining and hearts coming out when whining.  This means your household female dog/cat is in heat. Then do the 'encourage to mate with' option when clicking on the male dog/cat in your household. Make sure they mated - rather like a rub noses with lots of hearts coming up. Then watch your notifications - you should soon see a message that "____" (female dog/cat) is pregnant.

Also... The number of pups and whether or not they can actually get pregnant can be effected by the household count, though, so keep that in mind. Max is 8 household members, including pets and conceived sims or conceived pets. A pet or a person cannot get pregnant if the household count (including pets) is already maxed out at 8.
