@HeavenAnastasia Hello! There are a couple of ways to chat.  You can click on any of your sims' friends in their relationship panel then click chat. This option may not appear for sims if they're not available; i.e. sleeping or at work.  You'll always be able to "send text" which also helps boost your friendship.

You can also use the phone.  The social menu has an option to chat.  When you click that, a secondary window will open.  Click any of the sims there and your sim will call to chat with them.  Only sims who are available to chat will appear in this list.
