Ctrl+F only gives quarter tiles in Sims 4, and in a triangle formation; if you were to place two quarter tiles to get a half tile, it would be diagonal. Anyone know how to get a horizontal/vertical half tiles? Thanks!

That is unfortunately not possible. If you have a full tile beside it then you can use a cheat to place the tile halfway across the other tile.

Place 3 (or more) full tiles in a diagonal line, connect those tiles with quarters tiles. It gives the illusion of half tiles! 🙂
