Could you describe what happens if you press ctl-9 ?

Are you using Sims 3 or Sims 4 camera mode ?

I had the same issue, but then I tried a different approach. Have you tried buying the item and then using the 9/0 up/down cheat? Because that was the only way I saw it work on mine. 

Do not use the keypad when doing it use your numbers below your f1-f12 keys and press crtl while doing so & to be sure it works turn on testingcheats!!☺️❤️
