This was changed as you now can have different foundation heights on different.buildings on the same lot. Select a Room and in the middle you will see up/down arrows to use for this.

Glad I found this, thanks. There is no explanation that I could find on the patch update or tutorials.

Yes, ,if you have selected the ground editing tool it will raise or lower the ground.
