Next to where the fences are showing up in build mode, there are three icons vertically. They change the way you can place fences. You want the drawing one, which is the top icon of the three.

Thank you so much! Since it was pre-existing I had to go in and select the yellow border around the upper flooring after I changed it and select "remove ceiling" but now it looks perfect!
I was stuck on this, too, when I started the game.
They really could have made those icons more noticeable. It sort of blended in, especially as a new user who wasn't sure where to look, and it's the bottom one selected by default because ofc.
If you need half walls, the same is true there. It just lets you skip drawing a regular wall, then a half wall.
