Probably. They just need to find a way to implement them. Even them wanted to have cars, they have been brainstormed when developing different packs such as City Living, and the developers are aware of it. They need to implement the cars in a way that it will be more just than cars in which will be vital to the gameplay. Devs told us they want to do cars, but they want them to return in away that has is improvement. Another challenge is that not all worlds in The Sims 4 had roads. So its another problem. They can still do it, Its just a matter of prioritizing what to do first based on their rescources.
