Can you check if you if maybe the widowed father was replaced by another Sim ? Seems there's some issues with that.

I have "Ekade Aether" marked as a member of the order of lenore. He shows up at most festivals, and always at the moon revelry. Still, nothing comes up that will allow me to deliver the toy or the other quest. Both related to him are finished, except for reporting back, and giving the toy. I hope that helps.

I would love to post a screenshot, which I know how to do. However, I have played this game for nearly 19000 hours since 2014, and I am utterly embarrassed that I have no idea what a tool tip is... Wut? Derp.

@solipsy If you hover over the text of the task, you get a little info what you need to do. That would be a tool tip.
