Well, there's nothing stopping you from designing a restaurant lot with an apartment above it. However, as you've seen, you won't be able to "move" them in. You can take your sims there, eat, sleep, bathe... everything. It just won't be their permanent residence.

The problem is very simple:

To have a restaurant, it needs to be a restaurant lot, which won't allow sims to move in.

To have a sim move in, it needs to be a residential lot, but then you won't get restaurant customers.
