I'm on Xbox and have seen this too, when you click on it you are taken to the Xbox store where it is shown at its correct full (and gamepass) price, but in the Sims 4 main menu it is shown as free.

Update: Thanks for reporting this! This has now been confirmed as an issue and is under active investigation by ourselves and the Microsoft team. I'll post updates as I get them here.
