Just a quick update. I started a new game, new, from scratch. My death flower plant has made it to perfect status but at no point has any of my Sims experienced this focusing aura when around the plant. I have not included flower arranging as a skill in this save yet, though I do eventually plan to get a table and have one of them learn the skill. If the aura triggers after that then I will let you know.

I spoke too soon apparently. Just now, 45 minutes later, my sim is getting the moodlet when they weren't before. Nothing has really changed in that time. She's gone to work, harvested and tended the garden, chatted with a few other Sims. Didn't buy anything yet or unlock any new skills. Doesn't even have any objects on the lot that give a focusing aura. I'm doing a rags to riches challenge and so things are really bare bones still. Weird.
