I don't think it's an error, but it's definitely weird. I was trying to remember whether it had some kind of third-party IP in it like Batuu or Moschino do, but I don't think it does.

It could probably be because it has some cross pack playability with Home Chef Hustle. Which is also not on sale.
Edit to add: Kids are able to run a lemonade stand if both packs are installed.
