The 'Photograph Impression' choice must be selected from a mobile phone, not a camera. Bizarrely, instead of this being under the camera options on the mobile, it's under the entertainment tab (the purple microphone icon).

In order to complete the Take Photos task, you'll need to select the Photograph Impression option from your Sim's mobile device. This option can be found under the entertainment category on your Sim's phone:
