I think it is just a regular sim. The tragic moodlet and ability to tragically juggle, etc is tied to the actual outfit afaik. I have one of my sims (long story as to why) but I have him wear the entire outfit as his default outfit and the few times I've let other people into the basement with him they react to him the same way to him as sims do to the real "tragic clown".

    @missimono, well that is what I figured since there is no clown outfit for babies or children, and only a non-Tragic clown outfit for teens.  I just didn't know if there was any chance of the baby being automatically marked with the Gloomy trait since the Tragic Clown has that trait even when he or she isn't in the Tragic Clown outfit.  (I know this from the bug we had where all the Townies would dress crazy for no reason -- it affected the Tragic Clown so that the TC wouldn't show up wearing the TC outfit, but still cried all the time. 😉 )  

    However, while I didn't think any offspring of the TC would automatically get a Gloomy trait, you never know! 🤨
