Same here. Lots of things seem to not work since I've purchased Island Living. Vendors randomly showing up in my house(fixed by deleting the fireplaces), pets running away all the time(try locking all gates), even when they're happy, sims stood in one place like statues for hours(debug doesn't help) and the most recent: restaurants. I've decided to move my main household in Sulani and open a new restaurant. Building it was a breeze, but I can't seem to be able to save new uniforms for chefs, waiters and hosts (I can select them, but they won't save, no matter if I create a new look or if I try to edit an existing one. And the host and waiters won't show up. They're not even stood outside; they just simply don't arrive. Customers wait and wait and my sim can't do anything other than greet new customers and tend the bar. 

Edit: I've just tried it again with no mods enabled and it's still the same.😢

I have the same problem right now, I was turning all my employees into vampires and they didn't show up after they transformed. Random chefs showed up instead of my vampire chefs while the host was absent. I didn't bother to wait for the waiters to turn into vampires as probably they've got the same bug, I just fired everyone and now I've got human employees, they are showing up right now.

I guess this is the vampire pack being a meme all over again. Right now forcing emotion with vampire's power is bugged and vampire sims also can't float on their back in pools. Apparently they can't be hired as workers in restaurants either, I didn't try for retail but that wouldn't surpirse me.

You may want to check if such bug extends to occult sims in general, so try to hire aliens, mermaids etc, maybe that's the problem.

Of course we need a fix for this. And please EA make vampires actually playable, it's been months and you're making it look like it was a waste of money.

I used a cheat to give my vampire waiters and chef the level 3 sun resistance perk.  The moment I did they started showing up to work.  It seems to be tied to whatever keeps vampires from going out during the day.
