What lot type did you use for your community lots? If you didn't specifically change them from the default, the default is residential and few NPCs will show up there.

- I used a library, a lounge, a gym, a bar, but I only visited the library and it was empty, are libraries always empty? And I downloaded them from the gallery and kept them the way they are, I didn't change anything
Okay, go into Build Mode on your community lots. In the upper left hand corner, it'll show you the lot type. That looks like this (from Crinrict's help blog; this isn't the same problem as in the article but it had the best picture to explain what I mean):
You want to make sure that the library has a lot trait of Library, etc. If the lot type is Generic or Residential, visitors won't spawn.
