Do you have the City Living pack?
The Singing skill is not base game.
It was added with City Living. A Sim with zero skill can practice singing only if you have City Living installed.
Nothing extra (microphone) is required to start learning the skill.

"Sing in the Shower" requires level 3 of the skill.

@megan2990 There are so many "simple" features added that I too forget they are not base game.
Things like singing, stargazing, cloud gazing and a lot of other things my Sims do everyday are thanks to additional pack content. They become an integral part of the game.
