Scouting Badge Board issue

The scouting board is broke.

When I have my sim child click on it to view badge progress, the normal pop up does not occur. Instead a little box pops up that says complete badges to get to next scouting rank basically. It's a tiny box and that is all it says and has an ok button. I can click on collect badges and the ones he hasn't completed I can see the greyed out buttons and highlight one and see what is needed. But it is just not fun and feels off.

To my knowledge this was not an issue prior to the most recent game update. I have been working with the child and have him check the board fairly regularly.
