The obvious solution is to stop using the self-cleaning litter tray. Buy one that you can clean yourself. A little extra work for your Sim but at least the cat should be happy.
Another potential solution is to call Pet Adoption services and get rid of the cat, but most people (including me) don't want to do things like that.
